Full Description: Roundell Palmer (1812-95) was a brilliant academician, lawyer and parliamentarian. Originally a Conservative, he later turned to the Liberal side. He was Solicitor General 1861-3, Attorney General 1863-6, Lord Chancellor 1872-4 and 1880-5. Palmer was created Viscount Wolmer of Blackmoor in the County of Southampton and Earl of Selborne on 29 December 1882, on the opening of the new law courts in the Strand, London.
Palmer purchased the Temple and Blackmoor estates (about 1800 acres) in the parish of Selborne in 1865. He built Blackmoor House, of stone in the Tudor style with a Gothic porch, on the site of Blackmoor Farm House, 1867-73, with Alfred Waterhouse as architect. While digging the foundations, workmen discovered a hoard of Roman pottery and coins, which Palmer wrote up as an appendix to Thomas Bell's edition of Gilbert White, The Natural History and Antiquities of Selborne, 1877, volume 2, p. 378-93. Palmer procured in 1867 the formation of Blackmoor into a separate ecclesiastical district, and built a church (St Matthew; architect Alfred Waterhouse; cost £10,000), parsonage and schools there. He died on 4 May 1895, and is buried in St Matthew's Church.
